The present invention relates to a resin composition for a polyester base material, which is capable of forming a coating layer excellent in low warpage and capable of achieving flame retardancy even in a printed wiring board using a polyester base material. Also provided are a dry wiring film and a printed wiring board in which a flame retardant cured film such as a coating film is formed. A resin composition contains a carboxyl group-containing resin, titanium oxide, and a phosphorus compound. A thermosetting resin composition can be obtained by further containing a thermosetting component having a plurality of cyclic ether groups and / or cyclic thioether groups in the molecule in addition to the above components, and a photopolymerization initiator.
