PURPOSE: To provide the titled compsn. having excellent water repellency, leveling properties and resistance to weather and stains, consisting of two specified kinds of vinyl copolymers and a hardener. n CONSTITUTION: A vinyl copolymer (A) having a number-average MW of 500W 15000 obtd. by copolymerizing 0.1W97wt% vinyl monomer (a) contg. a (per) fluoroalkyl group, 1W60wt% monomer (b) contg. at least one functional group selected from OH, epoxy and carboxyl groups and 2W98.9wt% other copolymerizable monomer (C) is blended with a vinyl copolymer (B) compatible with a copolymer A obtd. by copolymerizing the vinyl monomer(b) contg. the same functional group as that contained in the above vinyl copolymer A with the vinyl monomer (c) in such a proportion as to give a weight ratio (on a solid basis) of A to B of 0.01W95/5W99.99.
