The melting point is 180 ° C. to 230 ° C., the content of 1,2-glycol bonds is 1.2 to 2 mol%, and the molar fraction of the central hydroxyl group of three hydroxyl groups by triad display with respect to the vinyl alcohol unit is 75 to 98 mol%. An oil-resistant layer containing a certain vinyl alcohol polymer (A) and a layered inorganic compound (B) having an average aspect ratio of 20 or more is applied to a base paper having an air permeability resistance of 1000 seconds or less and a tension of 0.5 to 1.
