An object of the present invention is to realize a narrow frame of a system-on-panel. It is another object of the present invention to enhance the functions of a system mounted on a panel or to increase the functions of the system. According to the present invention, an integrated circuit, which has conventionally constituted an external circuit, is formed over a panel on which a pixel portion (including a liquid crystal element and a light emitting element) and a driver circuit are formed. .
