abstract Provided are a light modulation method and a device, whereby an optical signal of four states including a zero-intensity state necessary for a phase-time coding system can be stably generated by a nest-type modulator. The present invention has: a nest-type modulator (100); and a control means (200) for controlling a phase difference provided by a phase shifter (101), and the size of modulation of an intensity and a phase provided respectively by a first modulation unit (MZA) and a second modulation unit (MZB), and thereby varying the output light of the nest-type modulator between four signal points (S1-S4) arranged in an IQ plane, the intensity of the first signal point (S4) of the four signal points being 0, the relative intensity of the second signal point (S1) being 1, the relative intensity of the third signal point (S2) and the relative intensity of the fourth signal point (S3) each being a value between 0 and 1, and the third signal point and the fourth signal point having a phase difference of 90°.
