An optical transmitter having a new configuration that enables modulation of intensity ternary and phase quaternary by reducing the number of modulators and a method of controlling a composite modulator used therefor. A composite optical modulator 103 is an optical transmitter that transmits a double pulse by phase modulation and intensity modulation, and includes a branching unit 131 that branches an input double pulse into a first path and a second path. The first optical modulator 132 provided in the first path, the second optical modulator 133 and the third optical modulator 134 provided in series in the second path, and the double pulse passing through the first path And a multiplexing unit 135 for generating an output duplex pulse by multiplexing the duplex pulse that has passed through the second path.
