abstract The present invention addresses the problem of using a fermentative drying device (3) for heating waste such as garbage under reduced pressure, fermenting waste with microbes and using the fermented product as fuel for a biomass burner. The solution according to the present invention comprises: a fermentative drying device (3) in which refuse (object to be treated) containing organic waste is stored in a tank (30) (sealed container) and stirred while being heated to a beach prescribed temperature under a reduced pressure, and the organic material is fermented by microbes to produce a dry matter of which a malodorous component has been decomposed and reduced in size; a vibrating screen (4) by which the dry matter produced is classified into a suitable fuel (small granular material), which is suitable for burning in a biomass burner, or other fuel (large granular material); and a storage device (6) which temporarily stores at least the appropriate fuel. The small granular material is burned in a biomass burner (71) and the heat generated is used to heat the organic waste stored in the tank (30).
