To provide a municipal solidification plant capable of producing high-quality solid fuel by appropriately treating waste mixed with high water content and low water content. [Solution] Garbage containing high moisture content such as kitchen waste and low moisture content such as waste paper and plastic is crushed with a screw crusher 2 and then large size waste and standard size larger than the standard size with a trommel shifter 3.
