Provided are: a method for manufacturing a laminate which is easily manufactured at low cost, and is capable of forming a fluorine resin layer which exhibits excellent adhesion to a substrate, and in which foaming and cracks are suppressed; and a laminate provided with a fluorine resin layer having excellent adhesion to the substrate. In this method for manufacturing a laminate, an operation, in which a powder paint including a specific fluorine-containing copolymer and a resin powder with an average particle diameter of 10-500 μm is electrostatically applied to a substrate and baked, is repeated two or more times, the baking temperature is higher than 350°C and lower than 380°C, the total baking time is 60 minutes or less, and a fluorine resin layer with a thickness of 50 μm or more is formed. In addition, in the method for manufacturing a laminate, a top coat layer including a second fluorine-containing copolymer is provided on the surface of the resin layer. Moreover, the laminate is provided with a stainless-steel substrate and a fluorine resin layer which has a thickness of 50 μm or more and is disposed on the surface of the substrate, wherein the resin layer includes 90 mass% of more of a specific fluorine-containing copolymer, the peeling strength between the resin layer and the substrate is 14 N/cm or greater, and the top coat layer is provided on the surface of the resin layer. |
