abstract This image processing device comprises: an input unit into which are inputted fluorescent image information obtained by imaging fluorescence from a subject to whom a fluorescent substance has been administered, the fluorescent substance having properties of being bioactive upon irradiation of light of an excitation wavelength, and therapeutic light position image information that includes an irradiation position of therapeutic light; a specification unit which specifies an irradiation area which is an area of the irradiation position of the therapeutic light; an extraction unit which extracts a brightness value corresponding to the irradiation area of the therapeutic light, and a brightness value of an area corresponding to the area other than the irradiation area; and a calculation unit which calculates and outputs a ratio of the brightness value corresponding to the irradiation area to the brightness value of the area corresponding to the area other than the irradiation area that have been extracted.
