abstract Provided are: a solid electrolytic capacitor having high withstand voltage, which is capable of preventing deterioration in the withstand voltage characteristics caused by lead-free reflow and the like; and a method for manufacturing the solid electrolytic capacitor. This solid electrolytic capacitor is obtained by: forming a solid electrolyte layer of a conductive polymer by impregnating a capacitor element, which is obtained by winding a positive electrode foil and a negative electrode foil with a separator being interposed therebetween, with a dispersion that contains a solvent and particles or a powder of the conductive polymer; and filling pores in the capacitor element, which is provided with the solid electrolyte layer, with an ion conductive substance that contains a mixed solvent containing ethylene glycol and γ-butyrolactone and a solute that is selected from among an ammonium salt, a quaternary ammonium salt, a quaternized amidinium salt and an amine salt of at least one substance that is selected from among organic acids, inorganic acids and composite compounds of an organic acid and an inorganic acid.
