An electrolytic capacitor according to the present invention includes a capacitor element and an electrolytic solution, and the capacitor element includes an anode foil having a dielectric layer formed thereon, a cathode facing the anode foil and having an inorganic conductive layer formed thereon. And a conductive polymer layer that is interposed between the anode foil and the cathode foil and contains a conductive polymer, and the cathode foil has a roughened surface and is roughened. The inorganic conductive layer is formed on the surface, and the conductive polymer layer is formed using a dispersion or a solution containing the conductive polymer. |
