abstract Provided is an O/W emulsion composition with excellent preparation stability, that combines an inorganic powder and an organic ultraviolet absorbent. The O/W emulsion composition is characterized by having the following first oil phase and second oil phase, which are separately dispersed in a water phase: (i) a first oil phase that contains an organic ultraviolet absorbent and has an average particle diameter of not more than 700 nm; and (ii) a second oil phase that contains a silicone oil and has dispersed hydrophobized inorganic powder.
