SOLUTION: Co (OH) 2 having a BET specific surface area of 20 to 30 m 2 / g obtained by a neutralization reaction between an aqueous cobalt salt solution and an aqueous alkaline solution in the presence of a reducing agent is wetted with an aqueous alkaline solution, and then exposed to an air atmosphere. A substance converted into cobalt oxyhydroxide by heat treatment under the above is used as a conductive agent of the positive electrode active material.
