abstract (57) 【Abstract】 PROBLEM TO BE SOLVED: To stably disperse an oily agent in an aqueous phase without using a surfactant, to give a good feeling in use, and to excellently remove makeup, and to apply to the skin and mucous membranes. The purpose is to obtain a hypoallergenic makeup remover. SOLUTION: A water-soluble polymer having one or more kinds of hydrophobic groups selected from water-soluble polysaccharides, particularly hydrophobic pectin and hydrophobic alginic acid is used as a dispersant or stabilizer. Dispersing low boiling oil agents such as low boiling isoparaffinic hydrocarbons and low boiling silicones in the aqueous phase.
