Preferred elements include an anode of a tertiary lithium manganese oxide compound, a cathode of carbon, and 8-25% by weight containing a solution of about 20-70% lithium salt in a medium boiling solvent such as ethylene carbonate, propylene carbonate, dimethyl carbonate. Including a poly (vinylidene fluoride) copolymer with a hexafluoropropylene electrolyte layer. The electrolyte layer 45 can be used in the form of a separate separator film or as a coated element in a multi-layer battery structure, providing electrical ionic conductivity up to about 10 −3 S / cm.
