abstract (57) [Summary] [Purpose] After forming the electropolymerized film, protect the element foil from mechanical stress when removing the power supply terminal. [Structure] After forming an insulating member 13 on each protrusion 12 used as an element foil, a chemical oxidation polymerization film 14 is also formed on the insulating member 13, and adjacent protrusions 1 are formed during electrolytic polymerization. The power supply terminal 15 is brought into contact with the chemically oxidized polymer film 14 formed on the insulating member 13 between 2 and 12.
