abstract PURPOSE: To enable easy plasma ignition even when there is no metal material above and under a torch by feeding gas to a plasma generation region only at the time of plasma ignition, and applying high voltage to an electrode within a gas pipe. n CONSTITUTION: In the initial state of a device, argon gas is fed from the hole 23 of a gas feed nozzle 22 and a gas feed pipe 27 to the inside of a chamber 26 and at the same time, high frequency is applied to an RF coil 25. In this state. When high voltage is applied from a high voltage generation device 29 to a space between an electrode 28 and an upper flange 21, high voltage spark discharge takes place between both electrodes and this spark discharge triggers the occurrence of plasma inside a pipe 24 and the chamber 26. Thereafter, the supply of argon gas from the gas feed pipe 27 is interrupted, and oxygen or nitrogen gas is supplied, instead of argon gas from the hole 23.
