The external composition of the present invention is characterized by containing a fermented liquid of germinated brown rice liquid by yeast of the genus Lacansea. The method for producing an external composition of the present invention is characterized by having a step of fermenting a germinated brown rice solution with yeast of the genus Lacansea. The yeast is preferably Lacansea kluiberi. The germinated brown rice liquid is preferably obtained through a step of gelatinizing the germinated brown rice.
