abstract A wiring board in which a wiring conductor and a through conductor are electrically connected well and a method for manufacturing the wiring board are provided. In a wiring board in which wiring conductors 2 positioned above and below each insulating layer 1 are electrically connected by a through conductor 3 made of a hardened paste, the inner wiring conductor 2 is matte. The through-conductor 3 is made of resin, silver-coated copper particles, and solder particles, and the silver-coated copper particles and solder particles are made of an electrolytic copper foil having a surface M and a shiny surface S roughened by chemical etching. It includes fine particles SP having a particle size of 5 μm or less and coarse particles LP having a particle size of 10 μm or more. The fine particles SP are unevenly distributed on one main surface side of the insulating layer 1 and the coarse particles LP are the other main surface of the insulating layer 1. The shiny surface S is in contact with the fine particles SP on one main surface side or the coarse particles LP on the other main surface side, and the mat surface M is a coarse particle LP on the other main surface side.
