abstract Disclosed is a diamond crystal manufacturing apparatus and a diamond crystal manufacturing method which are small and can manufacture diamond at a desired position. A diamond-like carbon film 1 having a hydrogen content of 3% by mass or less, preferably composed of tetrahedral amorphous carbon, is formed on a metal substrate 2 and then applied to the diamond-like carbon film 1. By irradiating deep ultraviolet light 3 having an output of 0.25 to 10 mW, a spot size of 0.5 to 10 μm, and a wavelength of 350 nm or less for 1 to 20 minutes, diamond crystal particles are generated in at least a part of the irradiated region.
