[1] A polyacrylonitrile (PAN) polymer is modified with a thiolate compound and an oxidizing agent containing a nitrogen atom in a solution, and then the modified polymer is spun to spin a PAN flame resistant fiber. Manufacturing. [2] A PAN-based precursor fiber is modified in a liquid phase containing a thiolate-based compound and an oxidizing agent containing a nitrogen atom to produce a PAN-based flame resistant fiber. The PAN-based flameproof fiber obtained by the above production method is heat-treated at 300 to 3000 ° C. to obtain carbon fiber having excellent mechanical strength.
