To provide a composite polymer electrolyte membrane capable of improving performance, a polymer electrolyte / electrode assembly and a fuel cell using the composite polymer electrolyte membrane. A compound in which two or more molecules of an aromatic polymer electrolyte having a structure capable of generating an ionic group and a radical in the molecular chain have a structure different from that of the aromatic polymer electrolyte and a repeating unit. A composite polymer electrolyte membrane comprising a polymer electrolyte linked by a porous base material in the pores of the porous substrate, wherein the polymer electrolyte is the aromatic polymer electrolyte and one or more radical polymerizable compounds A composite polymer electrolyte membrane, which is obtained by reacting a composition containing a radical polymerization initiator in the presence of an external stimulus.
