An object of the present invention is to provide a magnet with a reduced holding amount of rare earth elements and higher holding power than before, and to provide a treatment liquid necessary for producing the magnet. A first solution for forming a first film on the surface of a rare earth iron-based magnet, and a second solution for forming a second film on the surface of the rare earth iron-based magnet on which the first film is formed. A treatment liquid is composed of the solution. The first solution contains an organometallic compound, the second solution contains a heavy rare earth element and fluorine, and the temperature at which decomposition of the organometallic compound contained in the first solution starts is The temperature is lower than the temperature at which formation of the oxyfluorine compound containing fluorine contained in the solution starts.
