Dispose of such waste quickly. SOLUTION: Waste 2a is used as a secondary product or artificial ground block 1a by mixing and solidifying solidified material 3a without incineration. Waste such as debris (concrete glass, wood chips, rubber, metals, glass, plastics, etc.) can be quickly treated without being incinerated at an incineration facility, and can be used as an aggregate of a solidified body.
