In an exhaust purification catalyst that generates lower hydrocarbons from higher hydrocarbons and reduces nitrogen oxides using the lower hydrocarbons as a reducing agent, the catalyst structure and the like are simplified, and nitrogen oxides are purified. The exhaust purification catalyst includes a first catalyst component that reduces nitrogen oxides using lower hydrocarbons, and at least lower hydrocarbons are produced from higher hydrocarbons in the active temperature range of the first catalyst components. It is assumed that the second catalyst component to be contained is contained in a dispersed state.
