abstract Disclosed is a carbon fiber resin composite base material that is isotropic in the in-plane direction and has excellent handling properties and formability. SOLUTION: A planar body composed of carbon fibers 6 having a fiber length of 5 mm or more and 100 mm or less and a thermoplastic resin, wherein the carbon fibers are welded by a thermoplastic resin, and the porosity is 5% or more and less than 70%. A composite substrate in which the abundance of the thermoplastic resin is 50 to 1000 parts by weight with respect to 100 parts by weight of the carbon fiber. [Selection] Figure 1
