abstract The present disclosure provides a plasma device that includes an internal electrode and an external electrode. The internal electrode has a substantially cylindrical tube shape and an opening defined therethrough. The internal electrode has a proximal portion. The external electrode has a substantially cylindrical tube shape. The outer electrode is coaxially disposed around the proximal portion of the inner electrode. The dielectric spacer includes a substantially toroidal shape disposed between the internal electrode and the external electrode. The internal electrode and the external electrode are configured to be coupled to an ionization medium source configured to supply an ionization medium thereto. The internal electrode and the external electrode are configured to couple to a power source that is configured to ignite the ionization medium in the plasma device to form a plasma effluent.
