There is provided a selective fixing agent capable of facilitating the decomposition treatment of only a halogenated aromatic compound. A cyclodextrin is dispersed in an organic solvent, an organic dibasic acid or an organic dibasic acid halide-containing organic solvent is added dropwise, the reaction solution is stirred at a temperature of 50 to 100 ° C., and then the reaction solution is added.
