abstract PROBLEM TO BE SOLVED: To provide a satisfactory light emission characteristic with little deterioration of a phosphor even when a phosphor that is easily deteriorated in a process of contact with moisture or sealed in glass, such as a sulfide-based phosphor. Equipped with a highly reliable and long-life luminescent color conversion member that does not change color tone even when a high-power blue light-emitting diode is used as an excitation light source, a manufacturing method thereof, and a luminescent color conversion member A light-emitting element. A luminescent color conversion member 3 in which inorganic phosphor particles 1 are sealed in sintered glass 2 is produced as follows. That is, first, an inorganic phosphor powder that is excited by light from a light source and emits fluorescence of another wavelength and glass powder are uniformly mixed to prepare a mixed powder 4 that does not contain a resin binder. Next, after the mixed powder 4 is filled in the mold 20, the air in the mixed powder 4 is exhausted.
