abstract | A manufacturing method capable of adjusting the refractive index of a resin layer and molding a fine shape in the manufacture of an optical element having a resin layer having a fine shape formed on the surface for performing optical path conversion. An optical element to be obtained and a composition for forming a low refractive index layer useful for the production method are provided. An application step of applying a resin composition containing a resin and a plurality of solvents having different boiling points on a transparent resin substrate 2 to form a coating film 3a, and a plurality of solvents contained in the coating film 3a. A first evaporation step of evaporating a part to form a resin film 3b having a fluidity within a range in which the fine shape can be formed and the shape can be maintained after molding; and a surface of the resin film 3b A molding step of forming the fine shape, and a second evaporation step of evaporating the solvent remaining in the resin film 3b to form the resin layer 3c.
