A conductive support 904, an electric resistance adjusting layer 903 having ionic conductivity provided on the conductive support 904, and an ionic conductivity provided on the electric resistance adjusting layer 903. In the charging member 10 having the intermediate layer 902 having the insulating layer and the insulating surface layer 901 provided on the intermediate layer, the intermediate layer 902 includes at least a polyether polyol resin. The surface layer 901 is composed of a resin composition containing at least a fluorine resin, a silicone resin, a polyamide resin, a polyester resin, or a urethane resin. [Selection] Figure 1
