To provide a water treatment apparatus and a water treatment method capable of economically and highly efficiently detoxifying a hardly decomposable compound such as an organic fluorine compound. In this water treatment apparatus, by utilizing the oxidizing power of nanobubbles, the nanobubble treatment by the first nanobubble generator 2 in the front decomposition unit water tank 42 and the second nanobubble generator 86 in the rear decomposition unit water tank 43 are used. With the two-stage nanobubble treatment with nanobubble treatment, the organic fluorine compound in the inflowing water can be decomposed to gasify the decomposition product, and can be adsorbed and removed by activated carbon 76-78. Moreover, the decomposition can be made more efficient by constantly removing the gas as a decomposition product obtained by decomposing the organic fluorine compound by utilizing the oxidizing power of nanobubbles from the water surface 25 by blowing air from the fan 17.
