abstract | [PROBLEMS] To prevent toner and external additives used for toner from sticking to the surface even after repeated use over a long period of time, being moderately affected by moisture in a high-temperature and high-humidity environment, A charging member capable of stable charging and image output for a long period of time is provided. A charging member having an outermost layer formed of a polysiloxane having an oxyalkylene group, the amount of hydroxyl groups in the polysiloxane (a microscopic ATR-IR method in which a germanium prism is brought into contact with the surface of the charging member) When the infrared absorption intensity of total reflection is measured, the intensity of the peak derived from CāH stretching vibration (2932 cm ā1 ) is taken as 100, and the intensity of the peak derived from the hydroxyl group (3352 cm ā1 ) is 50.
