Provided is a coating liquid for forming a transparent film on the surface of a substrate, which is excellent in properties and the like and excellent in adhesion to a substrate such as glass and plastic. A coating solution for forming a transparent film comprising niobium oxide fine particles and a matrix-forming component. The niobium oxide fine particles together with the niobium oxide are Fe. , Ce, Si, Zr, Al, Ti, Sn, Sb, W, and one or more oxides selected from oxides of Zn. The niobium oxide fine particles are niobium oxide fine particles, composite oxide fine particles or other inorganic oxide fine particles as core particles, and the core particles are Nb, Fe, Ce, Si, Zr, Al, Ti, Sb, W.
