[PROBLEMS] To provide a polymer electrolyte membrane having both dimensional stability due to water absorption swelling in an environment with a high water content and high proton conductivity, particularly high proton conductivity under a low humidity condition of about 20 to 40% relative humidity. Provided are a polymer composition for producing the same, and a fuel cell comprising the same. A block copolymer and a mixed solvent, wherein the block copolymer is composed of a segment (A) containing an acid group and a segment (B) containing substantially no acid group, and the mixture The solvent is a polymer composition containing a specific solvent (C) and a solvent (D).
