PROBLEM TO BE SOLVED: To provide a simple and effective substrate surface treatment method without using fluorine gas or fluorine-based resin and without using an expensive vapor deposition apparatus. Moreover, the solid substance and fluorescent substance containing composition which were extremely excellent in the water-resistant effect are provided. In addition, a light-emitting device, an image display device, and a lighting device that can effectively use a phosphor having excellent light-emitting characteristics are provided.
