An electrolyte capable of obtaining excellent cycle characteristics and low-temperature discharge characteristics and a battery using the same are provided. A separator is impregnated with an electrolytic solution containing a solvent and an electrolytic salt. Examples of the solvent include a first solvent composed of at least one selected from ethylene carbonate, propylene carbonate, butylene carbonate, γ-butyrolactone, and γ-valerolactone, and diethyl carbonate, dimethyl carbonate, and ethyl methyl carbonate. A solvent containing at least one selected second solvent and 4,5-difluoro-1,3-dioxolan-2-one is used. The volume of the first solvent is 5% by volume or more and 40% by volume or less with respect to the whole solvent, and the volume of 4,5-difluoro-1,3-dioxolan-2-one is based on the whole solvent, It is 0.05 volume% or more and 20 volume% or less.
