A manufacturing method suitable for manufacturing a thiourethane-based lens base material is provided. A method for producing an optical substrate comprising curing a polymerizable composition for an optical resin such as a thiourethane based optical substrate, wherein the polymerizable composition contains a plurality of isocyanates in the molecule. Containing at least a first compound having a group and a second compound having a plurality of active hydrogen atoms in the molecule, and at least selected from phosphines, quaternary ammonium salts and quaternary phosphonium salts. A polymerization catalyst containing one compound is used. Furthermore, a polymerization catalyst containing a metal complex having acetylacetone as a ligand, or a polymerization catalyst containing at least one of phosphines and quaternary phosphonium salts and Lewis acids can be used.
