abstract An implantable composite device for regulating the delivery of a bioactive substance to an implantation site includes at least two regions with completely different porosity across the entire cross section. One region has a porosity sufficient to allow adjustment of the delivery of the bioactive substance associated with the device to the body part in need of treatment. The physiologically active substance associated with the device can be a therapeutic agent or a diagnostic agent. In certain embodiments of the invention, the device includes a first lumen layer of ePTFE having a porosity sufficient to promote cell endothelialization along the lumen surface and delivery of a bioactive agent. A tubular body comprising a second polymer layer disposed on the first layer and having a porosity that allows for adjustment of the first layer. [Selection] Figure 1
