abstract [Problem] To provide a bulky medium-sized printing paper having high whiteness, extremely low density and flexibility (low rigidity), excellent printability, and no bleeding. [MEANS FOR SOLVING PROBLEMS] A starch base paper strength agent is applied to a base paper obtained by making a paper stock containing at least a hardwood mechanical pulp produced by chemical treatment and a bulking agent. A fiber having a single fiber density index of 0.20 or more is used in an amount of 10 to 60% by weight based on the total pulp, the addition amount of the bulking agent is 0.1 to 1.2%, and the coating amount of the starch-based surface paper strength agent is 0.3 to 3.0 g / m 2 is preferred.
