An object of the present invention is to convert a phosphorus-containing polyester which is non-halogen and excellent in flame retardancy, etc., into an aqueous solution by dissolving it in a solvent to improve coating properties, to solve the problems of working environment and environmental protection caused by the solvent, and to further improve the fiber properties. The present invention provides an aqueous flame-retardant polyester resin which does not attack these processed base materials even when used for processing of processed base materials such as PET and PET films. A dicarboxylic acid component, a glycol component, a water-solubility-imparting component, and a reactive phosphorus-containing compound are subjected to a condensation reaction or a polycondensation reaction. The ratio of the water-solubility-imparting component is 1 to 60 mol% in the total of the dicarboxylic acid component and the water-solubility-imparting component. [Selection diagram] None |
