(57) [Problem] To provide a technique capable of forming a surface having high water repellency and oil repellency by a simple operation. SOLUTION: Nanoparticles of a metal (for example, silver or gold) selected from noble metals coated with a fluorine-containing compound through a bond with a sulfur atom of the sulfur-containing fluorine-containing compound are even dispersed in a fluorine-based solvent. The dispersion is applied on a hydrophobic substrate in an environment of a relative humidity of at least 60% (preferably 70 to 80%), and then a water-repellent / oil-repellent surface is produced by evaporating a fluorine-based solvent. A structure having a highly water-repellent and oil-repellent surface in which the metal nanoparticles form a hexagonal honeycomb structure having a side of about 1 to 2 μm on a hydrophobic substrate is obtained. |
