PROBLEM TO BE SOLVED: To stably transport a liquid to be transported without overflowing, and not to form droplets, and to swell a substrate, and to elute a substrate component into a liquid. To provide a liquid transfer device that can be manufactured at a high productivity and at a low cost without performing the method, and has a higher transport speed than a conventional product when liquid is transferred by an electric drive. SOLUTION: A substrate (S) having a hydrophilic surface having a contact angle with water of 45 degrees or less, and a hydrophobic surface is provided on a portion of the hydrophilic surface of the substrate (S) other than a portion serving as a liquid flow path.
