A process for forming a satisfactory photocatalytic hydrophilic film, including a method of treating the surface of a base on which the film is to be formed; and a detergent and an undercoat composition used in the process. The process comprises either cleaning the base surface with a given detergent, applying thereto a photocatalytic hydrophilic coating fluid, and curing the coating to form a photocatalytic hydrophilic film, or cleaning the base surface with a given detergent, applying thereto a given undercoat composition to form an undercoat layer, applying a photocatalytic hydrophilic coating fluid to the undercoat layer, and curing the coating to form a photocatalytic hydrophilic film. The detergent comprises at least one member selected among surfactants, abrasives, acids, and bases. The undercoat composition for forming an undercoat layer comprises a solvent and one of a particulate inorganic oxide, a silicone, and a silicone precursor. |
