abstract Hydrogen gas and oxygen gas are generated by electrolysis. An electrolyte supply pipe (71) communicating with an electrolyte supply tank (22), an electrolyte drain pipe (9) communicating with an electrolyte drain tank (5) and an oxygen gas circulation pipe (81) communicating with an oxygen gas tank (4) are connected to an anode (11) provided in an electrolysis bath (1). In the same way, an electrolyte supply pipe (72) communicating with an electrolyte supply tank (21), an electrolyte drain pipe communicating with the electrolyte drain tank and a hydrogen gas circulation pipe (82) communicating with a hydrogen gas tank (3) are connected to a cathode (12) provided in the electrolysis bath (1). As the anode and the cathode are separated from each other by an insulator (10) and a diaphragm (15) which can block the penetration of bubbles of hydrogen gas and oxygen gas generated by both the cathode and the anode, the generated hydrogen gas and oxygen gas can be collected separately.
