abstract A fibrous structure (20) comprising a fibrous matrix with immobilized surrogate particles (30), is provided. A labile active substance (32) is selectively deposited on the immobilized surrogate particles (30). In one embodiment, the surrogate particles (30) are porous and have surface cavities, and the labile active substance (32) is deposited in the pores and surface cavities. In another embodiment, the labile active substance (32) is in attractive association with or attached to the surrogate particles (30).
