abstract Disclosed herein a personal care absorbent article which when first insulted, has a high initial surface moisture value which is maintained for several minutes but then, after a short period of time, drops to a lower value. As a result, the article has an initial 'wet' feel but quickly changes to a drier feel so as to provide more comfort. The combination of wet and dry feelings is aided by the use of a polyvinyl alcohol surfactant treatment on the surface of the fibers forming the liner material of the personal care absorbent article. The treatment is present in a weight percent add-on of from about 1 to about 5 percent, based upon the total weight of the liner.
