abstract The purpose of the present invention is to provide a cuff that can suppress the generation of wrinkles affecting blood pressure measurement results and that is composed of sheet members easy to manufacture, and a blood pressure measurement device. A pressure cuff (71) comprises: a plurality of air bags (81) that are formed of two sheet members (86) long in one direction and fixed at the outer edges and that are longitudinally aligned and stacked so as to be able to be wrapped around a living body; a notch (84) that is provided in the two sheet members (86) of at least the air bag (81) on the wrist (100) side, among the plurality of bag-like structures (81), and that is formed by cutting from one end to the other end in the width direction; and a second fixing part (85) that is provided in the form of a frame inside the outer edge of the two opposing sheet members (86) of two adjacent air bags (81) so as to fix the two bag-like structures.
