abstract A scheduling system according to the present disclosure is provided with: a measurement unit (20) that acquires, through measurement, at least luminance data indicating the intensity of reflected light of a beam; a scheduler (11) that schedules the date and time of measurement to be carried out by the measurement unit (20); and a measurement data assessment unit (12) that stores, in advance, reference luminance data which is luminance data acquired by the measurement unit (20) at a past fine weather occasion, and assesses whether a difference between the luminance data acquired by the measurement unit (20) and the reference luminance data is equal to or higher than a threshold value. The scheduler (11) reschedules the date and time of measurement to be carried out by the measurement unit (20) when the assessment result of the measurement data assessment unit (12) shows that the difference is equal to or higher than the threshold value.
